Define what the trial must establish

A pilot should test a service assumption and produce evidence for a decision. We are developing a delivery approach that connects the use case, approvals, funding and stakeholder responsibilities before an operational trial begins.

It draws on Fourier Advisory’s existing transformation office and program delivery experience. The proposed scope covers planning, design and coordination of pilots, trials and wider programs, working with authorised operators and technical specialists.

Proposed delivery scope

  • A trial charter, baseline, success criteria and evaluation plan.
  • Governance, work packages, budgets, dependencies and reporting.
  • Operator and specialist coordination, with documented safety and approvals responsibilities.
  • Grant administration and reporting where required by an agreed engagement.
  • Community engagement, workforce planning and stakeholder communications.
  • A completion assessment that recommends whether to stop, adapt, repeat or scale.

Evidence before expansion

Evaluation should cover service reliability, operational constraints, handling time, cost, user experience and community feedback. A successful demonstration alone does not establish that a scheduled service is commercially or operationally ready.

We do not publish trial dates or represent a committed flight schedule. Any trial would require agreed scope, funding, permissions and safe conditions.
